A full-page scan in 100 KB is tight. Crop off the margins first, and scan in greyscale if you can: colour triples the data for no benefit on a black-and-white page.
Is it safe to compress ID photos online?
On this site, the compression happens in your browser, so the file never reaches a server. That is not true of every "online" compressor — worth checking before you use one for identity documents.
Does the form count 100 KB as 100,000 or 102,400 bytes?
It doesn’t matter here: files are brought under 100,000 bytes, which satisfies both.
