WhatsApp compresses video on the way out whether you like it or not, and its idea of "small enough" is blunt — which is why forwarded clips end up looking like they were filmed through a window.
Compressing it yourself first gives you the choice: crop the length, keep the resolution you care about, and arrive under the limit without the extra mangling.

Frequently asked questions
What is WhatsApp’s actual limit?
Around 16 MB for a video message, which works out at roughly three minutes of its own compression. Sending as a "document" avoids the re-encode but has its own, much larger, limit.
Will WhatsApp compress it again?
If you send it as a video, yes — but starting from a smaller file means its pass has less to remove. Sending your compressed file as a document keeps it exactly as you made it.
Why is the quality worse for long clips?
The size limit is fixed, so the longer the clip, the fewer bits each second gets. Trimming is the most effective fix.
